FOREWORD
As
a
graduate
of
Trinity
College
I
am
proud
of
the
achievement which
this
publication
represents, and honoured
to
follow
my distinguished
predecessors
in
prefacing
the
2002
edition
of
the
Trinity
College
Law
Review.
As
President
of
the
European
Parliament,
an
institution particularly proud
of
its
record
on
the
defence
of
human
rights
around
the
world
and determined
to
continue
to
play
a
leading
r8le,
I
very
much
welcome
the
Human Rights
Focus
of
the
current
edition.
It
is
not
only
a
new
and original
contribution,
it
is
relevant
to
the
everyday
concerns and preoccupations
of
both individuals
and
legislators.
It
responds usefully
to
what
I
see as
a
new
assertion
of
human rights
within
the
European
Union
and
throughout
the world,
as
an
essential
part
of
the
European
project.
The Charter
of
Fundamental
Rights
proclaimed
at
Nice
exemplifies
this.
I
welcome,
too,
the
coverage
of
EU
legislative
issues, ranging
from
the
vexed
question
of
product
liability
to
Natura
2000
and
the
Co-
decision
has
been indeed proved
to be
a
big
success
for
the
European Parliament,
confounding erstwhile
critics
and
showing
that
Parliament
could cooperate
successfully
with
the
Council
to adopt
150
pieces
of
legislation
since
the
Treaty
of
Amsterdam
or
some
296
since
Maastricht.
We
need
to
maintain this
and
to
pay
closer
attention
to
the
quality
of
legislation.
The
law
also
needs to be
more
accessible. The
85,000 pages
of
the
acquis
communardaire
need
to
be
consolidated
into
some
25,000
pages
so
that
the 2,500
legislative
acts
of
the Union can be
made
available
in
more
digestible
form
for the
citizen.
Approximately
half
already
exists
on-line
(on
Eur-lex)
but
without
the
status
of
law.
I
am
hoping
to stimulate
this
major
codification
exercise
for
communication,
for
citizens,
for
efficiency
and
for
the
enlargement
of
the
European
Union.
Finally,
I
admire
the
breadth,
depth
and
relevance
of
the
issues
tackled
in this
Review
and
wish
you,
contributors
and
editors,
continued
success.
