"Bona fide" - Return of deposit - Exorbitant price - Evidence of alleged collusion.

The defendants, who were local authorities, advertised for tenders for the carrying out of certain works, and required that a small deposit be made along with each tender, the deposit to be returned to the tenderers "in the case of bona fide tenders which have been rejected."
