LOCAL GOVERNMENT ACT 1991 (REGIONAL

ASSEMBLIES) (ESTABLISHMENT) ORDER 2014.

This Order provides for the establishment of 3 Regional

assemblies with a broad range of functions including in relation

to assistance from the EU, functions under the Planning and

Development Act 2000 (No. 30 of 2000) and in relation to the

National Oversight and Audit Commission. The Order provides

for the constitution, membership, meeting procedures,

administration, finance, staffing and other matters relating to

the operation of the new assemblies.

It also provides for the dissolution of the Southern and Eastern

and Border, Midland and Western Regional Assemblies,

established by the Local Government Act 1991 (Regional

Authorities) (Establishment) Order 1999 (No. 226 of 1999), and

the appointment of the 3 new regional assemblies as their

successors. The Order makes a number of provisions to facilitate

the transfer of staff, assets and liabilities to the successor

assemblies as well as addressing other matters related to the

dissolution of the regional assemblies.

DANGEROUS SUBSTANCES (RETAIL AND PRIVATE

PETROLEUM STORES) (AMENDMENT)

REGULATIONS 2014.

These Regulations amend the Dangerous Substances (Retail

and Private Petroleum Stores) Regulations 1979 and extend,

until 31 December, 2016, the Authority to license, in certain

circumstances, petrol stations which were constructed before

28 September, 1979.

These Regulations may be cited as the Dangerous Substances

(Retail and Private Petroleum Stores) (Amendment)

Regulations 2014.

HOUSING ASSISTANCE PAYMENT (SECTION 50)

(No. 3) REGULATIONS 2014.

For the purpose of facilitating the phased introduction of the

new Housing Assistance Payment scheme under the Housing

(Miscellaneous Provisions) Act 2014, the above Regulations,

made by the Minister for the Environment, Community and

Local Government, provide that Part 4 of the Act will be

applied from 18 December, 2014, by Dublin City Council, Du

´n

Laoghaire Rathdown County Council and Fingal County

Council in respect of homeless households qualified for social

housing support that stayed in emergency accommodation on

1 December, 2014, or at any time within the preceding 6 months.

HOUSING ASSISTANCE PAYMENT (AMENDMENT)

(NO. 2) REGULATIONS 2014.

The Minister for the Environment, Community and Local

Government, with the consent of the Minister for Public

Expenditure and Reform, has made the above Regulations,

which come into operation on 18 December, 2014, and

substitute a revised Regulation for Regulation 10 of the Housing

Assistance Payment Regulations 2014 (S.I. No. 407 of 2014).

The revised Regulation 10 restates the maximum rent limits

previously prescribed in respect of specified household classes

in particular areas. The revised Regulation also sets out the

maximum rent limits that will, under the Housing Assistance

Payment (Section 50) (No. 3) Regulations 2014 (S.I. No. 575 of

2014), apply to accommodation in the administrative areas of

Dublin City Council and the county councils of Dun Laoghaire-

Rathdown and Fingal in respect of homeless households

qualified for social housing support that were staying in

emergency accommodation on 1 December, 2014, or at any time

within the proceeding 6 months. The revised Regulation also

provides that the maximum rents set out in the Regulation for

particular classes of such households may, subject to review at

6-monthly intervals, be increased by not more than 20% where

this is necessary to source suitable accommodation in Dublin

city and county.

(COMMENCEMENT) ORDER 2014.

The Minister for Foreign Affairs and Trade, in exercise of the

powers conferred on him by Section 2(3) of the European

Communities (Amendment) Act 2012 (No. 21 of 2012), has

made the Order entitled as above appointing 1 December, 2014,

as the day of which paragraph (iv) of the definition inserted by

Section 1 of the Act in the European Communities Act 1972

shall come into operation.

between the Government of Ireland and the Government of the

Federal Democratic Republic of Ethiopia, done at Addis Ababa

on 3 November 2014, entered into force on 3 November 2014

Protocol of 2002 to the Athens Convention relating to the

Carriage of Passengers and their Luggage by Sea, 1974, done at

London on 1 November 2002, Ireland’s Instrument of Accession

deposited on 7 August 2014, entered into force with respect to

Ireland on 7 November 2014, Ireland’s Instruments of

Denunciation of the Athens convention relating to the Carriage

of Passengers and their Luggage by Sea, 1974, and the Protocol

of 1976 thereto, deposited on 7 August 2014 and took effect on

7 November 2014 (ITS No. 24 of 2014).

Protocol on the concerns of the Irish people on the Treaty of

Lisbon, done at Brussels on 13 June 2012, Ireland’s instrument

of ratification deposited on 8 October 2012, entered into force

on 1 December 2014 (ITS No. 25 of 2014).
