(AMENDMENT) ACT 2019 (COMMENCEMENT) ORDER 2020.
The above-named Order was signed by the Minister for Justice and
Equality, Mr Charles Flanagan on 16th January 2020 and comes into
operation from 17th January 2020.
The Act amends the Landlord and Tenant (Ground Rents) (No.2)
Act 1978 and the Valuation Act 2001 to clarify the rights of ground
rent tenants concerning the acquisition of the freehold title of their
properties.

CORONERS (AMENDMENT) ACT 2019 (COMMENCEMENT)
ORDER 2020.
The above-named Order was signed by the Minister for Justice and
Equality, Mr. Charles Flanagan on 16th January 2020 and comes into
operation from that date.
The Order appoints 16th January 2020 as the date on which sections
21, 23, 24, 25, 36 and 39(d) of the Coroners (Amendment) Act 2019
come into effect.
From that date, these sections will provide for a revised and modern
approach to the direction, conduct, obtaining of necessary medical
records and reporting of post-mortem examinations required to be
made by the coroner. It will strengthen coroners’ powers to compel the
attendance of witnesses the production of documents or other evidence
at an inquest. The new power for the coroner to seek the direction of
the High Court on a point of law comes into effect.

BLASPHEMY (ABOLITION OF OFFENCES AND RELATED
MATTERS) ACT 2019 (COMMENCEMENT) ORDER 2020.
The Minister for Justice and Equality has made an order entitled as
above. The Order appoints 17 January 2020 as the date on which the
Blasphemy (Abolition of Offences and Related Matters) Act 2019
comes into operation.

THE CHILD AND FAMILY AGENCY
In exercise of the powers conferred on her by the Child and Family
Agency Act, 2013 (No. 40 of 2013), the Minister for Children and
Youth Affairs, Dr. Katherine Zappone T.D. has made an appointment
to the Board of Tusla, the Child and Family Agency.
She has appointed the following person to the Board:
Mr Charles Watchorn as Member to the Board of Tusla. The term
of appointment is from 1 January, 2020, to 31 December 2024.

IRISH COLLECTIVE ASSET-MANAGEMENT VEHICLES ACT
2015 (ICAV Act 2015)
Notice is hereby given under the powers conferred on the Central
Bank of Ireland (the “Central Bank”) by the Irish Collective Asset-
Management Vehicles Act 2015 (the “ICAV Act 2015”) pursuant
to Section 163(3) of the ICAV Act 2015, that Diversied Credit
Opportunities Fund II ICAV (the “ICAV”) has been struck off the
Register of ICAVs. The ICAV will be deemed to be dissolved on the
date of publication of this notice.

EUROPEAN UNION (COOPERATION BETWEEN NATIONAL
AUTHORITIES RESPONSIBLE FOR THE ENFORCEMENT OF
CONSUMER PROTECTION LAWS) REGULATIONS 2020.
The Minister for Business, Enterprise and Innovation, Heather
Humphreys TD, in exercise of the powers conferred on her by section
3 of the European Communities Act 1972 (No. 27 of 1972) and for
the purpose of giving effect to Regulation (EU) 2017/2394 of the
European Parliament and of the Council of 12 December 2017 on co-
operation between national authorities responsible for the enforcement
of consumer protection laws and repealing Regulation (EC) No.
2006/2004, has made regulations entitled as above.
These regulations designate:
The Competition and Consumer Protection Commission as
the Single Liaison Ofce for the purposes of co-ordinating the
application of the Council Regulation between authorities in
Ireland and other EU member states.
• The European Consumer Centre Ireland for the purpose
of issuing external alerts under Article 27 of the Council
Regulation.
The Public Authorities in the State who are responsible for
enforcing the Union laws listed in the Annex to the Council
Regulation.
These regulations provide the Competition and Consumer Protection
Commission with the investigative and enforcement powers required
under Article 9 of the Council Regulation and the revocation of those
S.I.s currently on the statue book which implemented Regulation (EC)
No 2006/2004 which has now been repealed.
They also revoke S.I. No. 691 of 2019 which has been replaced by
this S.I.

PROHIBITION OF NUCLEAR WEAPONS ACT 2019
(COMMENCEMENT) ORDER 2020.
The Minister for Foreign Affairs and Trade has made the Prohibition
of Nuclear Weapons Act 2019 (Commencement) Order 2020 (S.I. No.
15 - 2020). The Order brings into operation as of 31 January 2020 the
Prohibition of Nuclear Weapons Act 2019 (No. 40 of 2019), which
gives effect to the Treaty on the Prohibition of Nuclear Weapons
done at New York on 7 July 2017 and for those purposes provides for
offences relating to acts prohibited by that Treaty, and provides for
related matters.
