RESILIENCE) REGULATIONS 2025
The Minister for Finance, in exercise o f the powers conferred on him
by section 3 of the European Communities Act 1972 (No. 27 of 1972)
and for the purpose of giving effect to Directive (EU) 2022/2556 of the
European Parliament and of the Council of 14 December 20221
amending Directives 2009/65/EC, 2009/138/EC, 2011/61/EU,
2013/36/EU, 2014/59/EU, 2014/65/EU, (EU) 2015/2366 and (EU)
2016/2341 as regards digital operational resilience for the financial
sector, has made the Regulations entitled as above.

On 16 January 202 5 the Commission for Communications Regulatio n
(“ComReg”), following a public consultation, determined that for the
financial year 2011-2012 the determined net cost of the provision of the
universal service obli gation does not represent an unfair burden on
Eircom Limited and therefore that the universal service obligation in
2011-2012 does not represent an unfair burden on Eircom Limited.
This determination is set out fully in the following document, which
