Act 1961, the Science and Technology Act 1978 and the National

European Organizations responsible for them.
These standards (where they have been revised) are hereby revoked and
details of their replacement standards are available on the NSAI website

Supplementary Bye-Laws (No 1) of 2024
Notice is hereby given that Longford County Council, in exercise of the
powers conferred on it by section 9 of the Road Traffic Act 2004 (No 44 of
2004), propose to make the following bye-laws in respect of the area
comprising the administrative County of Longford.
The bye-laws shall be known as the County Longford Road Traffic (Special
Speed Limit) Rural Local Roads Supplementary Bye-Laws (No 1) of 2024,
and shall come into effect on the 7th February 2025.
A copy of the bye-laws will be available for inspection during normal office
hours at the offices of Longford County Council, Roads Department, Great
Water Street, Longford.
A copy of the bye-laws may be obta ined free of charge at the offices
mentioned and online at www.longfordcoco.ie

AGREEMENTS WHICH ENTERED INTO FORCE IN 2022
The following nine international agreements entered into force with
respect to Ireland in 2022 and have been laid before Dáil Éireann:
Amendments to the Text and to Annexes I, II, III, IV, VI and VIII
to the 1998 Protocol on Persistent Organic Pollutants, done at
Geneva on 18 December 2009. Ireland’s Instrument o f Acceptance
deposited on 9 March 2021, entered into force on 20 January 2022. (ITS
No. 1 of 2022)
Amendments to the Text of and Annexes other than III and VII to
the 1998 Protocol on Heavy Metals, done at Geneva on 13 December
2012. Ireland’s Instrument of Acceptance deposited on 9 March 2021,
entered into force on 8 February 2022. (ITS No. 2 of 2022)
Agreement between Ireland and the Republic of Kosovo for the
Elimination of Double Taxation w ith respect to Taxes on Income
and the Prevention of Tax Evasion and Avoidance, done at London
on 25 June 2021. Notifications of the completion of all necessary
procedures for entry into force of this Agreement exchanged on 27 July
2021 and 24 February 2022, entered into force on 24 February 2022.

Exchange of Letters amending the Treaty on Extradition between
Ireland and Australia, letters exchanged on 2 April 2019.
Notifications of the completion of the procedures for entry into force of
this E xchange of Letters exchanged on 30 March 2022, entered into
force on 30 March 2022. (ITS No. 4 of 2022)
Protocol to amend the Air Transport Agreement between the
United States of America and the European Community and its
Member States signed on 25 and 30 April 2007, done at Luxembourg
on 24 June 2010. Completion of all necessary procedures for entry into
force of this Protocol for the European Union and its Member States
communicated to the United States of America by the Secretariat
General of the Council of the European Union on 26 January 2022,
entered into force on 5 May 2022. (ITS No. 5 of 2022)
Partnership Agreement on Relations and Cooperation between the
European Union and its Member States, of the one part, and New
Zealand, of the other part, done at Brussels on 5 October 2016.
Completion of all necessary procedures for entry into force of this
Protocol for the European Union and its Member States communicated
to New Zealand by the Secretariat General of the Council of the
European Union on 21 July 2022, entered into force on 21 July 2022.

Framework Agreement between t he European Union and its
Member States, of the one part, and A ustralia, of the other part,
done at Manila on 7 August 2017. Completion of all necessary
procedures for entry into force of this Agreement for the European
Union and its Member States communicated to Australia by the
Secretariat General of the Co uncil of the European Union on 21
September 2022, entered into force on 21 October 2022. (ITS No. 7 of
2022)
Protocol between Ireland and t he Isle of M an amending the
Agreement of 24 April 2008 for Affording Relief from Double
Taxation w ith respect to Certain Income of Individuals and
Establishing a Mutual Agreement Procedure in connection with the
Adjustment of Profits of Associated Enterprises, d one at Cardiff on
18 November 2021. Notifications of the completion of all n ecessary
procedures for entry into force of this Protocol for Ireland and the Isle
of Man exchanged on 19 December 2022, entered into force on 19
December 2022. (ITS No. 8 of 2022)
Protocol between Ireland and the States of Guernsey amending the
Agreement of 26 March 2009 for Affording Relief from Double
Taxation with respect to certain Income of Individuals and
Establishing a Mutual Agree ment Procedure in Connection with
the Adjustment of Profits of Associated Enterprises, done at London
on 8 December 2021. Notifications of the completion of all necessary
procedures for entry into force of this Protocol for Ireland and the States
of Guernsey exchanged on 19 December 2022, entered into force on 19
