CONCERNING VENEZUELA) REGULATIONS 2025
The Minister for Enterprise, Trade and Employment, Peter Burke, T.D.,
in exercise of the powers conferred on him by section 3 of the European
Communities Act 1972 (No 27 of 1972), has made Regulations that
may be cited as the European Union (Restrictive Measures concerning
Venezuela) Regulations 2025
These Regulations provide for the enforcement of restrictive measures
contained in Council Regulation (EU) 2017/2063, regarding restrictive
measures concerning Venezuela. The Regulations provide that
competent authorities of the State may issue directions for the purpose
of giving full effect to the sanctions. The Regulations create offences
for breach of the Council Regulations or for failure to c omply with the
directions of competent authorities of the State with regard to
implementation of the sanctions and provides for appropriate penalties.

Communities Act 1972 (No 27 of 1972), has made Regulations that
may be cited as the European Union (Restrictive Measures concerning
Iran) (UAV) Regulations 2025
These Regulations provide for the enforcement of restrictive measures
contained in Council Regulation (EU) 2023/1529, regarding restrictive
measures concerning Iran (UAV). The Regulations provide that
competent authorities of the State may issue directions for the purpose
of giving full effect to the sanctions. The Regulations create offences
for breach of the Council Regulations or for failure to c omply with the
directions of competent authorities of the State with regard to
implementation of the sanctions and provides for appropriate penalties.

FOOD LEGISLATION) (IMPORTS OF FOOD OF NON-ANIMAL
ORIGIN) (AMENDMENT) REGULATIONS 2025

interpretation.)
These Regulations give further effect to Commission Implementing
Regulation (EU) 2024/3153 of 18 December 2024 amending Implementing
Regulation (EU) 2019/1793 on the temporary increase of official controls
and emergency measures governing the entry into the Union of certain
goods from certain third countries implementing Regulations (EU)
2017/625 and (EC) No. 178/2 002 of the European Parliament and of the
Council.
These Regulations amend the European Union (Official Controls in relation
to Food Legislation) (Imports of Food of Non-Animal Origin) Regulations
2020 (S.I. No. 575 of 2020) by replacing the definitions for Annex I and II
of EU Regulation 2019/1793 to capture the Annexes to Commission
Implementing Regulation (EU) 2024/3153 and to allow, for a transitional
period, the importation of cumin seeds which do not meet the requirements
of Regulation 8(1)(m)(ii)(II) or (IV) of the Principal Regulations, from
Türkiye into the State.
These Regulations may be cited as the European Union (Offic ial Controls
in relation to Food Legislation) (Imports of Food of Non-Animal Origin)
(Amendment) Regulations 2025.

These Regulations give further effect to Commission Implementing
Regulation (EU) 2017/2470 of 20 December 2017 which establishes the
Union List of Novel Foods as amended by the Commission Implementing
Regulations specified in the Schedule to these Regulations.
These Regulations may be cited as the European Union (Novel Foods)
(Amendment) Regulations 2025.
These Regulations amend the European Union (Novel Foods) Regulations
2022 (S.I. No. 253 of 2022) in the manner specified in these Regulations
and can be cited together with all previous amending instruments as the
European Union (Novel Foods) Regulations 2022 to 2025.

These Regulations make amendments to provide for the entry into force of
Regulation (EU) 2023/2631 of the European Parliament and of the Council
of 22 November 2023 on European Green Bonds and optional disclosures
for bonds marketed as environmentally sustainable and for sustainability-
linked bonds.
The Regulations provide the Central B ank of Ireland with the necessary
competent authority powers for enforcement of the Regulation and for other
matters such as sanctions and appeals.

GOOD AGRICULTURAL PRACTICE (AMENDMENT)
REGULATIONS 2025
These Regulations amend the European Union (Good Agricultural
Practice for Protection of Waters) Regulations 2022. The purpose of
the amendment is to give effect to additional measures identified from
the interim review of the Fifth Nitrates Action Programme, and
stipulated under Article 12 of the Commission’s Decision granting a
derogation requested by Ireland pursuant to Council Directive
91/676/EEC concerning the protection of waters against pollution
caused by nitrates from agricultural sourc es. In addition, some
administrative amendments have been made for the purposes of
providing clarity.

Agreement Between the Government of Ireland and the
Government of the French Republic on Cinematographic Co-
Production, done at Paris on 14 December 202 2. Notifications of the
completion of the pro cedures necessary for the entry into force of this
Agreement exchanged on 3 M ay 2023 and 6 June 2023, entered into
force on 6 July 2023. (ITS No. 1 of 2023)
Amendments to Annexes I and II to the 1998 Protocol on Persistent
Organic Pollutants to the Convention on Long-Range
Transboundary Air Pollution, done at Geneva on 18 December 2009.
Ireland’s Instrument of Acceptance deposited on 9 March 2021, entered
into force on 26 February 2023. (ITS No. 2 of 2023)
International Monetary Fund New Arrangements to Borrow,
acceptance by Ireland on 21 March 2023. Entered into force with
respect to Ireland on 21 March 2023. (ITS No. 3 of 2023)
Protocol to the Co operation Agreement on a Civil Global
Navigation Satellite System (GNSS) between the European
Community and its Me mber States, of the one part, and the
Republic of Korea, of the other part, to take account of the
accession of the Republic of Bulgaria, the Republic of Croatia and
Romania to the European Union, done at Brussels on 26 September
2022. Completion of all necessary procedures for entry into force of this
Protocol for the European Union and its Member States communicated
to the Republic of Korea by th e Secretariat General of the Council of
the European Union on 29 March 2023, entered into force on 1 April

Amendment to the Convention on Environmental Impact
Assessment in a Transboundary Context, done at Sofia on 27
February 2001. Ireland’s Instrument of Ratification deposited on 20
January 2023, entered into force with respect to Ireland on 20 April

Financing Agreement between Ireland, the United Kingdom of
Great Britain and Northern Ireland and the European Commission
on the Peace Plus Programme 2021-2027, done at Brussels on 13 and
15 March 2023. Notification by the United Kingdom of the completion
of its domestic procedures for establishing its consent to be bound
deposited on 13 June 2023, entered into force on 14 June 2023. (ITS

Protocol to the 1979 Convention on Long-Range Transboundary
Air Pollution to Abate Acidification, Eutrophication and Ground
Level Ozone, done at Gothenburg on 1 December 1999. Ireland’s
Instrument of Ratification deposited on 17 April 2023, entered into
force with respect to Ireland on 16 July 2023. (ITS No. 7 of 2023)
Nagoya Protocol on Access to Genetic Resources and the Fair and
Equitable Sharing of Benefits Arising from their Utilization to the
Convention on Biological Diversity, done at Nagoya on 29 October
2010. Ireland’s Instrument of Ratification deposited on 28 April 2023,
entered into force with respect to Ireland on 27 July 2023. (ITS No. 8

Exchange of Notes between the Government of Ireland a nd the
Government of the United Kingdom of Great Britain and Northern
Ireland on the Joint Procurement of Works, Supplies and Services
to achieve the aims of delivering a Safe, Reliable and Cost-Effective
Navigation Service, notes exchanged on 3 August 2023 and 16 August
2023, entered into force on 16 August 2023. (ITS No. 9 of 2023)
Convention on t he Recognition and Enforcement of Foreign
Judgments in Civil or Commercial Matters, done at The Hague on 2
July 2019. Ireland’s Instrument of Ratification deposited on 29 August

Agreement Establishing the EU-LAC International Foundation,
done at Santo Domingo on 25 October 2016. Ireland’s Instrument of
