(STANDARDS FOR BUSINESS) REGULATIONS 2025
These Regulations give effect to Section 17A of the Central Bank
Reform Act 2010 by prescribing Standards for Business for the purpose
of ensuring that in the conduct of its affairs a financial service provider:
a)acts in the b est interests of customers and of the integrity of
the market,
b)acts honestly, fairly and professionally, and
c)acts with due skill, care and diligence.

CENTRAL BANK (SUPERVISION AND ENFORCEMENT)
ACT 2013 (SECTION 48) (CONSUMER PROTECTION)
REGULATIONS 2025
The Central Bank of Ireland has made the Regulations, as above, which
prescribe Central Bank consumer protection requirements.
Financial service providers to which the Regulations apply are required
to comply with the requirements which apply to their business.
The requirements generall y apply in respect of customers in the State
that are consumers (as defined). This is subject to certain exceptions.
Part 2 prescribes general consu mer protection requirements applicable
to in–scope financial service providers e.g. knowing the consumer and
suitability assessment requirements.
Parts 3 to 5 prescribe requirements which apply to specific activities of
in–scope financial service providers e.g. consumer banking, insurance
and investments requirements.
The Regulations integrate, update and replace requirements from a
number of Central Bank instruments e.g. the Consumer Protection Code
as amended, the Code of Conduct on Mortgage Arrears as amended, the
Central Bank (Supervision and Enforcement) Act 2013 (Section 48)
(Licensed Moneylenders) Regulations 2020 (S.I. No. 196 of 2020), and
the Central Bank (Supervision and Enforcement) Act 2013 (Section
48(1)) (Insurance Requir ements) Regulations 2022 (S.I. No. 126 of
2022).

Order appoints 21 March 2025 as the day on which Section 28 of Part
3 and Part 4 of that Act come into operation.

MISCELLANEOUS PROVISIONS ACT 2023
(COMMENCEMENT) ORDER 2025
The Minister for Housing, Local Government and Heritage, Mr James
Browne T.D., has made a Commencement Order as titled above.
This Order brings the following provisions of the Historic and
Archaeological Heritage and Miscellaneous Provisions Act 2023 into
operation:
(a) section 173;
(b) subsections (1) and (2) of section 175 insofar as they apply to
section 138(2);
(c) subsections (3) and (4) of section 175 insofar as they apply to
sections 147 and 173;
(d) subsections (5) and (6) of section 175 insofar as they apply to
sections 1 39(1), (2) an d (3), 142(1) and (2) and 204(2)(b),
(3)(b) and (4)(b);
(e) subsections (7) and (8) of section 175 insofar as they apply to
section 217(2);
(f) sections 183 and 184;
(g) section 205;
(h) section 208;
(i) Schedule 7.

VEHICLES ACT 2015 (ICAV Act 2015)
Notice of application for Voluntary Strike Off of an ICAV
Notice is hereby given under the powers conferred on the Central Bank
of Ireland (the “Central Bank”) by the Ir ish Collective Asset-
Management Vehic les Act 2015 (the “ICAV Act 2015”) pursuant to
Section 162 of the ICAV Act 2015, that SDC Cap ital ICAV (the
“ICAV”) has applied to the Central Bank to be struck off and that at the
expiration of 90 days from the d ate of publication of this notice
25/03/2025 shall be struck off the Register of ICAVs, unless an
objection under Section 162(2)(b) is received, or a cancellation is
requested under Section 162 (4).
Any person may deliver to the Central Bank an objection to the striking
off of the ICAV.
Any objection must b e confined to the ground that one or more of the
conditions set out in Section 161(1) have not been satisfied.
The ICAV itself may cancel the strike off process, pursuant to Section
162(4) within the 90 day period.
Unless the objection to the striking-off of an ICAV is received within
90 days of the date above, and is an objection that the Central Bank
sustains; or a request for the cancellation of the process is received from
the ICAV, the Central Bank will strike off the ICAV from the Register
of ICAVs and the ICAV will be dissolved.
