REGULATIONS 2025
These regulations prescribe three forms associated with the registration
process for the Seanad Higher Education constituency: the form for
publication of the electors list, the form for pub lication of the list of
claims and the form to be used to make an objection in relation to an
entry on the electors list or on the list of claims. They also prescribe the
fee to be charged for the provision of a copy of a claim or a notice of
objection. P rovision for the forms and fee is included in the Seanad
Electoral (University Members) (Amendment) Act 2024.

PERSONAL INJURIES RESOLUTION BOARD (FEES)
(AMENDMENT) REGULATIONS 2025
These Regulations are made by the Personal Injuries Resolution Board,
in exercise of the powers conferred on it by section 22 of the Personal
Injuries Assessment Board Act 2003 (No. 46 of 2003), as amended by
section 11 of the Personal Injuries Resolution Board Act 2022
(42/2022), and with the consent of the Minister for Enterprise, Tourism
and Employment.
These Regulations set out the charge to be made by the Personal Injuries
Resolution Board on respondents in respect of the processing of
applications by the Board under section 11 of the Personal Injuries
Assessment Board Act, 2003. They pro vide for an increase in the
existing charge. The Regulations come into effect on the 1st of
December 2025.

EUROPEAN COMMUNITIES (NOISE EMISSION BY
EQUIPMENT FOR USE OUTDOORS) (AMENDMENT)
REGULATIONS 2025
The Minister for Enterprise, Tourism and Employment, Peter Burke,
T.D., in exercise of th e powers conferred on him b y section 3 of the
European Communities Act 1972 (No 27 of 1972) (as amended) has
made regulations entitled European Union (General Product Safety)
Regulations 2024.
These Regulations amend the European Communities (Noise Emission
by Equ ipment for Use Outdoors) Regulations 2001 (S.I. No. 632 of
2001) thereby giving effect to Directive (EU) 2024/2839 of the
European Parliament and of the Council of 23 October 2024 amending
Directives 1999/2/EC, 2000/14/EC, 2011/24/EU and 2014/53/EU.
These Regulations will amend the Principle Regulations by revoking
Paragraphs (2) and (4) of Regulation 8 of the European Communities
(Noise Emission by Eq uipment for Use Outdoors) Regulations 2001
(S.I. No. 632 of 2001).
These Regulations aim to give effect to Directive (EU) 2024/2839 as
regards certain reporting requirements in the fields of food and food
ingredients, outdoor noise, patients’ rights, and radio equipment.

EUROPEAN COMMUNITIES (AEROSOL DISPENSERS)
(AMENDMENT) REGULATIONS 2025
The Minister for Enterprise, Tourism and Employment, Peter Burke,
T.D., in exercise of th e powers conferred on him b y section 3 of the
European Communities Act 1972 (No 27 of 1972) (as amended) has
made regulations entitled European Union (General Product Safety)
Regulations 2024.
These Regulations amend the European Communities (Aerosol
Dispensers) Regulations 1977 (S.I. No. 144 of 1977) giving full effect
to Regulation (EU) 2019/1020 of the European Parliament and o f the
Council of 20 June 2019 .
These Regulations will amend the Principle Regulations by clarifying
obligations on the part of economic operators as well as enhancing
market surveillance through the increased powers of enforcement on
the part of authorised officers.
The Regulations aim to ensure that only compliant and safe aerosol
dispensers are made available on the EU market and that appropriate
corrective measures are taken where risks or non-compliance are
identified.

(AMENDMENT) REGULATIONS 2025
The Minister for Enterprise, Tourism and Employment, Peter Burke,
T.D., in exercise of th e powers conferred on him b y section 3 of the
European Communities Act 1972 (No 27 of 1972) (as amended) has
made regulations entitled European Union (General Product Safety)
Regulations 2024.
These Regulatio ns amend the European Union (Si mple Pressure
Vessels) Regulations 2016 (S. I. No. 227 of 2016) and give effect to
Regulation (EU) 2019/1020 of the European Parliament and of the
Council of 20 June 2019 on market surveillance and compliance of
products.
The Regulations update and strengthen the existing framework
governing the safety and compliance of simple pressure vessels placed
or made available on the EU market.
The Regulations enhance market surveillan ce and enforcement
mechanisms by granting additional powers to authorised officers,
establishing procedures for cooperation with customs authorities, and
setting out requirements for risk assessment, corrective actions, and
communication through the EU’s information and communication
system.
The Regulations aim to ensure that only compliant and safe simple
pressure vessels are made available on the EU market and that
appropriate corrective measures are taken where risks or non-
compliance are identified.
