EUROPEAN UNION (CHARGING OF VEHICLES FOR THE
USE OF ROAD INFRASTRUCTURES) (SUPPLEMENTAL
PROVISIONS) REGULATIONS 2026
The Minister for Transport, in exercise of powers conferred on him by
section 3 of t he European Communities Act 1972 (No. 27 of 1972), has
made the Regulations entitled as above.
The purpose of these Regulations is to specify that Ireland will avail of
optional exemptions from certain provisions of the Eurovignette Directive
for contracts and tolling arrangements in place p rior to the adoption of
amendments to the Directive made under Directive (EU) 2022/362 as
regards the charging of vehicles for the use of certain infrastructures.
Eurovignette is an EU framework for applying toll and user charges. The
current Regulations are the European Union (Charging of Vehicles for the
Use of Road Infrastructures) Regulations 2024 (SI 601 of 2024).
The Directive provides that Member States may choose not to apply
certain provisions of Eurovignette where toll contracts were put in place
before 24 March 2022. The provisions relate to the application of
external-cost charges relating to traffic-based air pollution, infrastructure
and user charges for heavy-duty vehicles, and to toll and user charges
based on the environmental performance of the vehicle for other
categories of vehicle.
The requirements under Regulations 12(1) and 12(2) that a re not being
applied relate to t he calculation of infrastructure charges for heavy-duty
vehicles on toll arrangements tha t were in place or in train on 10 June
2008.

SAFETY, HEALTH AND WELFARE AT WORK (CHEMICAL
AGENTS) (AMENDMENT) REGULATIONS 2026
Directive (EU) 2024/869 of the European Parliament and of the Council
introduces amendments to Directive 98/24/EC and Directive 2004/37/EC
as regards the limit values for lead and inorganic c ompounds and for
diisocyanates.
Lead and its inorganic compounds are key occupational reprotoxic
substances that can cause adverse effects on both fertility and the
development of the foetus. Although Directive 2004/37/EC introduced
stricter requirements in regard to the regulation of reprotoxins to those
previously regulated under Directive 98/24/EC (the Chemical Agents
Directive), Directive (EU) 2024/869 reduced both the biological and
occupational exposure limit values for lead and its inorganic compounds
in order to improve the protection of workers exposed to a potential health
risk.
Diisocyanates are skin and respiratory sensitisers (asthmagens) that can
have harmful respiratory health ef fects such as occupational asthma,
isocyanate sensitisation and bronchial hyper-responsiveness, as well as
dermal occupational disease. A limit value for diisocyanates is established
by Directive (EU) 2024/869.
These Regulations, together with changes to the HSA’s 2026 Code of
Practice for the Safety, Health and Welfare at Work (Chemical Agents)
Regulations (2001 to 2026) and the Safety, Health and Welfare at Work
(Carcinogens, Mutagens and Reprotoxic Substances) Regulations (2024
to 2026), are necessary to enable national effect to b e given to the
provisions of Directive (EU) 2024/869.
