SYSTEMS REGULATIONS 2026

The Minister for Transport, Mr Darragh O’Brien, T.D., in exercise of

the powers conferred on him by section 3 of the European

Communities Act 1972 (No. 27 of 1972) and for the purpose of giving

effect to Directive (EU) 2023/2661 of the European Parliament and

of the Council of 22 November 2023 amending Directive 2010/40/EU

on the framework for the deployment of Intelligent Transport

Systems in the field of road transport and for interfaces with other

modes of transport, has made the Regulations entitled as above.

ORDER 2026

The Minister for Climate, Energ y and the Environment, Darragh

O'Brien TD, in exercise of the p owers conferred on him by section

37(1B) (inserted by section 1(b) of the National Oil Reserves Agency

(Amendment) Act 2026 (No. 6 of 2026)) of the National Oil Reserves

Agency Act 2007 (No. 7 of 2007)), has made the Order as entitled

above.

This Order reduces the rate of the levy referred to in section 37(1A)(a)

of the Act of 2007 to €0.001 per litre of relevant disposals of

petroleum products during the period beginning on 1 September 2026

and ending on 31 October 2026.

person where the circumstances of his or her absence might lead to a

presumption of death.

EUROPEAN UNION (RESTRICTIVE MEASURES

CONCERNING IRAN)(NO.3) REGULATIONS 2026

The Minister for Enterprise, Tourism and Employment, Peter Burke,

T.D., in exercise of the powers conferred on him by section 3 of the

European Communities Act 19 72 (No 27 of 19 72), has made

Regulations that may be cited as the European Union (Restrictive

Measures concerning Iran)(No.3) Regulations 2026.

These Regulations provide for the enforcement of restrictive

measures contained in Council Regulation (EU) No. 267/2012,

regarding restrictive measures concerning Iran. The Regulations

provide that competent authorities of the State may issue directions

for the purpose of giving full effect to the sanctions. The Regulations

create offences for breach of the Council Regulations or for failure to

comply with the directions of competent authorities of the State with

regard to implementation of the sanctions and provides for

appropriate penalties.

CIRCUIT COURT RULES (GUARDIAN AD LITEM AND

NEXT FRIEND) 2026

These rules substitute rules 5 and 6 of Order 6 to allow a child plaintiff

or defendant to litigate by their next friend or guardian on the

swearing of an affidavit of suitability by a solicitor and the signing of

a consent by the proposed next friend or guardian, thus removing the

need for an order appointing a guardian ad litem for a child defendant.

Accordingly, the power of a County Registrar to make an order under

Order 19, rule 1(i) is removed.
