Under the Appropriation Act, 1944, Sch. B., Part II, moneys were provided by the Oireachtas to meet the payment of certain subsidies, and the Minister for Supplies thereupon prescribed conditions upon which payment of such subsidies would be made. The plaintiffs, who had complied with the conditions but had been convicted in the relevant period of an offence in respect of the sale of batch bread (which offence did not constitute a breach of the conditions), made application for payment of the subsidy.
