The applicant made an application in the Circuit Court for a certificate to enable him to obtain an excise licence in respect of certain premises which were licensed on the 31st July, 1902, and thereafter until the year 1909, when the licence was allowed to lapse. The premises were purchased by the applicant in the year 1948, and since then he carried on in the premises the business of tobacconist and confectioner and lived over the shop with his family.
