Rule 171 - Every notice served

Every notice served shall be deemed to have been received-

(a) when, if sent through the post shall, in the absence of evidence to the contrary, be deemed to have been received by the person to whom it is addressed within three days, exclusive of the day of posting, or, if the address is not within the State, within such time to be stated in the notice as the Authority may determine; and the time fixed by the notice...
