Before the conversion of a possessory title consequential on an examination of title, the Authority shall, if it considers it necessary –
(a) give notice of the intended conversion to the registered owner, if he/she is not the applicant for, or a consenting party to, the proposed conversion;
(b) where a burden is ascertained to have priority over a registered burden, give notice to the owner or reputed owner of the registered burden...
